It's your cold start fast idle cutting off, regular idle is 1400-1500 rpm. When really cold it takes a bit but the temps lately it's immediate.
Honda Grom Issue...
Check out this video of the sound my Grom makes when I start it. The idle immediately drops after that noise. It started after I removed my spark plug the other day. I screwed it back in and it is tight, not overtightened. I also put the black cap back on and it wont go on any further (I think), so I can't figure out what this is caused by.

My earplugs are in by that time so never hear anything.
