Is the back light supposed to light up when you press back brake lever? My front brake only lights it up when pulled in. Is that normal?

Yes it is definitely supposed to light up. Try pushing it down harder

I pushed all the way down. Even rode the bike and looked back as I jammed my foot down. Doesn't light up.

You can try adjust the rear brake switch near the rear master cylinder.
